Do You Need a Boating License in Miami?

If you’re planning to operate a boat in Miami, you’ll need to follow Florida’s boating safety education requirements. Whether you’re cruising through Biscayne Bay, exploring the Miami River or heading out through Haulover Inlet, the same state rules apply.

Florida does not issue a traditional boating license. Instead, it requires eligible operators to obtain a Florida Boating Safety Education ID Card. This card is valid for life and proves that you’ve completed the required boating safety education.

The requirement follows the person operating the boat, not the boat’s owner. This means it applies whether you’re operating your own vessel, borrowing a friend’s boat or renting one in Miami.

Who Needs a Florida Boating Safety Education ID Card?

You must complete an approved boating safety course and obtain the required certification if you were born on or after January 1, 1988, and operate a motorized vessel with an engine of 10 horsepower or more on Florida waters.

This requirement applies to Miami’s popular boating destinations as well. If you were born before January 1, 1988, or operate a vessel with an engine under 10 horsepower, you don’t need the card under this requirement. Once issued, your Florida Boating Safety Education ID Card never expires.

Miami Boating License Exemptions and Special Requirements

Florida recognizes several exemptions to its boating safety education requirements. Depending on your circumstances, you may not need to obtain a Florida Boating Safety Education ID Card.

You may qualify for an exemption if you:

  • Hold a valid U.S. Coast Guard license as a vessel master.
  • Operate exclusively on a private lake or pond.
  • Are accompanied by a qualified person who is at least 18 years old and responsible for the safe operation of the vessel.
  • Are a nonresident carrying proof of a NASBLA-approved boating safety course or equivalent examination from another state, along with photo ID.

There are also temporary exemptions for certain situations. If you’ve recently purchased a vessel, you may operate it for up to 90 days after the purchase, provided you carry the required bill of sale aboard.

Similarly, if you’ve completed an approved boating safety course within the past 90 days, you can use your course completion certificate as temporary proof. You must carry photo ID and proof of completion containing your full name, date of birth and course completion date.

A temporary certificate obtained through an approved Florida examination is also valid for 90 days. It provides temporary proof of compliance while you obtain your permanent Florida Boating Safety Education ID Card.

Does the Miami Boating License Requirement Apply to Rental Boats and Jet Skis?

Yes. Florida’s boating safety education requirements apply to the person operating the vessel, regardless of whether the boat is personally owned, borrowed or rented.

If you’re renting a boat in Miami, make sure you meet the applicable certification requirements before heading out. If you were born on or after January 1, 1988, and operate a motorized rental vessel with 10 horsepower or more, you must carry a valid boating safety education card or another accepted form of certification.

Florida also requires rental companies to provide pre-rental safety instructions. However, a safety briefing does not replace your boating education card.

Planning to rent a Jet Ski in Miami Beach or explore Biscayne Bay? Personal watercraft have additional age restrictions. In Florida:

  • You must be at least 14 years old to operate a Jet Ski.
  • You must be at least 18 years old to rent one.

The boating safety education requirements also apply to Jet Ski operators based on their birth date and the watercraft’s engine power.

The boating safety education requirements also apply to Jet Ski operators based on their birth date. If you were born on or after January 1, 1988, you generally need the required certification to operate a Jet Ski.

If you’re booking a guided boat tour or captained charter, the rules are different. When a properly licensed captain is at the helm and you’re simply a passenger, you don’t need your own boating safety education card.

Before booking a rental, it’s also worth confirming that the company holds a valid Florida Fish and Wildlife Conservation Commission (FWC) Livery Operator Permit.

Understanding these requirements before heading out helps you enjoy Miami’s waterways safely, whether you’re planning a boat trip, a fishing outing or an afternoon riding a Jet Ski.

Visiting Miami From Another State or Canada?

Planning to explore Miami’s waterways while visiting from another state or Canada? You may not need a separate Florida boating safety card if you already hold an accepted boating education credential.

Florida recognizes NASBLA-approved boating safety certifications from other states, provided you also carry valid photo identification. Canadian visitors can use their Pleasure Craft Operator Card (PCOC) as proof of boating safety education.

If you don’t already have an accepted certification, you can complete Drive a Boat USA’s online boating safety course and use your course completion certificate as temporary proof for up to 90 days, subject to Florida’s requirements.

Prefer learning with an instructor? The Florida Fish and Wildlife Conservation Commission (FWC) also lists classroom-based boating safety courses offered by providers such as the U.S. Coast Guard Auxiliary and U.S. Power Squadrons.
